It's not exactly the kind of surge John McCain wanted to talk about at next week's Republican necktie party in Minneapolis. The National Weather Service is expecting a 15-20 storm surge by the time Gustav makes landfall, likely as a Category 4 Hurricane. Incomplete levees located in the New Orleans area's West Bank could be topped and levees protecting the Upper and Lower 9th Wards could be test
