It wasn't that long ago that the state of Tennessee enjoyed a string of budget surpluses of hundreds of millions of dollars per year. Conservatives watched with disgust year-after-year as the General Assembly and Governor Bredesen squandered each surplus by growing government, while we conservatives consistently advocated using the surplus to lower taxes, specifically the food tax.

The Tennessean has an article today about an effort by the Highway Safety Office to have a targeted ad campaign towards spanish-speaking drivers about the ills of drunk driving. While some seem to think that a person's Federal immigration status causes car accidents, the people who matter understand that it is drunk driving that is the problem, and that should be combated.
