Sooo, the Bush administration says that North Korea is no longer a "state sponsor of terror". OK, why? Well, they gave an accounting of their nuclear program to the Chinese...so? Were they supplying terrorists with nuclear weapons before? No.

This seems to be reason for cautious optimism:

North Korea handed over its long-awaited nuclear program declaration to officials from China earlier Thursday, which led the six-nation talks that hammered out the conditions of the agreement.
